Paint made with toxic metals can keep boats clean, but unfortunately, it also pollutes the water.

Harmful levels of dissolved copper have been detected in boat basins in San Diego and Newport Bays. Oceanside Harbor and Marina Del Rey also have elevated levels of dissolved copper.

"It's just a matter of time before the Feds ban it like they did tin," he said during a recent visit. "It" is copper-based boat bottom paints. California water quality regulators are creating thresholds called TMDLs or "total maximum daily loads" for copper that the boating community in crowded harbors like those in Shelter Island, Newport Bay and Marina Del Rey will be required to meet in coming years.

Senate Bill 315 which was passed by the Legislature in 2001.  The Bill mandated a study to identify incentives for boaters to use nontoxic alternatives to metal-based antifouling hull coatings. The Legislation also established the San Diego Advisory Committee for Environmentally Superior Antifouling Paints.

Copper versus a non-toxic paint like epoxy  the boat needs to be stripped of the old copper paint before the non-toxic paint can be applied. This is generally the case because stripping costs tend to be much larger than the painting costs (e.g., $150 per foot of boat length for stripping old paint and applying new paint versus $30 per foot of boat.

30 foot boat would be $ 4,500 ---ouch ! , then have to have it cleaned twice a month .

Because of costs for stripping old paint and given boat repair yard capacity, it would take at least seven years and $20 million to convert all San Diego Bay boats to nontoxic paint.

The owner of a powerboat that has had an environmentally friendly epoxy coating for more than three years cut hull-cleaning costs by using an Armoredhull Boat Shield.

Old-fashioned Concoctions

Meanwhile, there are always those special kinds of boaters who ignore the latest formulas in favor of old-fashioned concoctions they believe will keep hulls barnacle-free. For example, despite field tests to the contrary, a few diehards still slather diaper-rash creams like Desitin on the bottoms of their skiffs, because the ointment is loaded with zinc oxide. Other home-brew advocates use Vaseline, or they add cayenne pepper, chili powder or dried red-pepper flakes to their paint. Jim Seidel, assistant marketing manager at Interlux, says the industry has experimented with spices and other organic ingredients, all with negligible results. Interlux also tested antifouling paints blended with jalapeno or habanera peppers. The pepper blistered the guy’s fingers in the lab when he touched it, but we didn’t see a whole lot of difference in the paint.”
